PAHO's Technical Cooperation 2008-2009
Implementation Strategy
The implementation strategy will be grounded in the core functions of PAHO, which are:

Providing leadership on matters critical to health and engaging in partnerships where joint action is needed;

Shaping the research agenda and stimulating the generation, translation, and dissemination of valuable knowledge;
-
Setting norms and standards and promoting and monitoring their implementation;
-
Articulating ethical and evidence-based policy options;
-
Providing technical cooperation, catalyzing change, and building sustainable institutional capacity; and
-
Monitoring the health situation and assessing health trends.
Consistent with major national and international frameworks for health; recognizing the issues, challenges, and problems identified in Belize; building on the achievements of the 2006-07 biennium; and adopting a rights-based approach, the PAHO/WHO Country Office will lead the interventions that comprise its technical cooperation with the country for the biennium 2008-09 through the following implementation strategy:
- Developing and/or finalizing the PAHO/WHO Country Cooperation Strategy (CCS) in Belize, and ensuring its coherence with national, subregional, regional, and global frameworks for action in health, including the MDGs, the Health Agenda for the Americas, the PASB Strategic Plan 2008-2012, the Caribbean Cooperation in Health Phase III, the National Health Agenda 2007-2011, and the National Poverty Elimination Strategy 2007-2011.
- Actively applying the human rights approach and the right to health, with identification of inequities, including those due to gender and ethnicity, and consideration of the social determinants of health, with the aim of developing and implementing strategies to contribute to poverty reduction and the achievement of the MDGs.
- Using national frameworks to guide actions for health, and promoting their use among local and international partners and other stakeholders.
- Building MOH capacity to coordinate international cooperation in health and national intersectoral action for health.
- Continuing close collaboration with the Ministry of Health (MOH) and other partners, with maintenance of the regular meetings between the PWR, Minister, and senior MOH personnel; NGOs; international development partners; and other stakeholders in health, building on achievements in 2006-07 and previous biennia.
- Reviewing existing policies, plans, guidelines, protocols, and recommendations from previous studies, with a view to updating them where necessary and supporting their implementation.
- Promoting integrated actions for health at community level, especially among disadvantaged or vulnerable populations to involve those targeted, prevent “beneficiary fatigue”, and contribute to impact of interventions.
- Integrating health promotion as a crosscutting theme within health programs, especially in light of the MOH's emphasis on preventive measures.
- Undertaking and promoting the monitoring and evaluation of interventions.
- Sharing information, including the identification, promotion, and dissemination of good practices in Belize in collaboration with DD/IKM and ITS, making use of advances in technology in the Organization; and promoting and supporting strengthening of information technology and information management in the MOH.
- Promoting and implementing Technical Cooperation among Countries (TCC).
- Mobilizing resources (technical and financial) in support of the technical program, through networking with the various levels of the Organization, and strengthening strategic alliances with various national, regional, and international entities, including sectors other than Health, NGOs, IFIs, and bilateral and multilateral agencies.
- Facilitating the dissemination of information on, and the implementation of, CARICOM, SICA, and ACS sub-regional initiatives that involve Belize, in order to minimize duplication; and maintaining a database of subregional projects in which Belize participates.
- Participating in UN Reform processes as appropriate; contributing to the implementation of the UNDAF 2007-2011; and continuing to participate in the UN Country Team and Theme Groups that focus on HIV; Security and Safety, including Disaster Management; and Influenza Pandemic Preparedness.
- Participating in other external committees and groupings as needed and to support the technical program.
- Continuing the Country Office's utilization of strategies that foster a team approach and horizontal technical cooperation in the planning, budgeting, managing, and evaluation of its technical program; ensuring that human resource development is guided by the requirements of the technical cooperation program; and monitoring financial and technical execution of the program in order to allow adjustments for maximum efficiency and effectiveness.
The BWP 2008-2009 includes six (6) projects - five (5) technical and one (1) administrative, for general administration of the office and personnel and logistic support. The 5 technical projects are:
